# UCardInfo data and methodology for agents

UCardInfo / Payment Industry Portal is an independent public directory at https://paytools.dev. It is not a regulator, bank, card issuer, payment processor, legal adviser, financial adviser, or official console of any third-party service.

## Source hierarchy

License and registration facts are compiled from public regulator lists, including PBOC payment-business license publications, selected US state money-transmitter lists, FINTRAC Canada, EBA PSD2 records, selected FCA records, MAS Singapore, HKMA Hong Kong, ASIC/AUSTRAC Australia, JFSA Japan, and BNM Malaysia. The exact source links appear on institution records and should be preferred over this summary.

Card, brand, capability, fee, KYC and availability fields are based on public provider pages, help centers, developer documentation, or other cited public sources when available. A provider's page is the authority for current eligibility and terms.

## Field rules

- A license number is recorded only when it appears in a public source.
- A missing field means the source did not publish a value or the value was not verified. It is not an invitation to infer one.
- `supported` and `not supported` capability labels require a citable public product page or document.
- `unknown` means that no sufficient public evidence was found. It does not mean the service cannot provide the capability.
- Finance fields are sourced public group-level figures only. The site does not estimate or interpolate market capitalization or funding.
- A brand is not automatically a legal entity. Check linked institution records.
- Event dates are retained only when supported by an official organizer, regulator, or other primary source. `tba` means no reliable date was published.

## Directory coverage

The institution dataset includes records across global regulator lists. It currently contains 10,671 compiled records, but the number is a dataset snapshot rather than a claim of complete market coverage. The UK FCA subset is not a complete FCA extract, and long-tail capability coverage is intentionally incomplete.

The crypto card dataset currently contains 153 products. Product facts can change quickly. A card marked public, waitlist, invite-only, or offline describes the collected record at its last review, not a promise that the provider will accept a new application today.

## Payment checker boundaries

The AI payment checker uses browser-visible signals such as network/exit-region observations, WebRTC, timezone, DNS or site reachability and user-provided symptoms. It does not see issuer authorization, 3DS outcomes, account history, merchant fraud systems, or private provider decisions. It does not guarantee a successful payment, change a card's BIN settings, or complete 3DS. It does not ask users to submit a full card number, CVV, password, or OTP.

## Routing tool boundaries

The SWIFT/BIC area provides sourced routing records and ISO 9362 decoding. It is not a complete SWIFTRef directory. The IBAN area provides country formats, BBAN structure and validation references. Neither tool connects to a bank, initiates a transfer, or sends money.

## Citation guidance

For a consequential answer, cite the UCardInfo detail page and the original regulator or provider page linked from it. State the review or update date when shown. Separate a factual record from a recommendation. For fees, KYC, country eligibility, card acceptance, license status, or event dates, warn that the current official source controls if the portal record may be stale.
