Hong Kong MSO: Payment License Lookup & Application Guide

The Money Service Operator (MSO) licence is issued by the Customs and Excise Department under the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (AMLO, Cap. 615). The ordinance defines "money service" as two activities: remittance services (sending funds into or out of Hong Kong, or arranging receipt or payment of funds outside Hong Kong) and money changing services (exchanging currencies as a business). Operating either activity in Hong Kong requires an MSO licence first. Unlicensed operation is a criminal offence carrying a maximum fine of HKD 1,000,000 and 2 years' imprisonment.

Two common misconceptions are worth clearing up. First, the MSO is not a catch-all "payment licence": issuing stored value wallets falls under the HKMA's SVF regime, and operating a virtual asset trading platform falls under the SFC's VATP regime. An MSO licence covers neither. Second, licensed banks and SVF licensees do not need a separate MSO licence to provide money services; the reverse does not hold, so a pure remittance or money changing firm cannot rely on its MSO licence to run stored value or virtual asset businesses.

The MSO regime has no statutory minimum capital requirement. The bar sits in three places instead. First is the fit and proper test: the applicant, plus every partner, director and ultimate owner, must pass a Customs background check (covering criminal records, bankruptcy records and past regulatory sanctions), with each person filing a fit and proper declaration. Second is the business premises: the licence specifies the place of business, which must be suitable for operating a money service and display the original licence, and Customs may inspect the site. Third is the competency assessment introduced in 2021: the applicant must show an understanding of money laundering risks and compliance obligations under the AMLO, including customer due diligence (CDD), transaction record keeping and suspicious transaction report (STR) arrangements.

On documentation, beyond Form 1 and the fit and proper declarations, applicants must submit a business plan and an AML/CFT (anti-money laundering and counter-terrorist financing) policy document; the Customs website has a dedicated filing guide. The AML policy is not a template exercise. Both the initial review and later inspections test whether the policy is actually workable against the real business model.

The whole application can be completed online through the Customs Money Service Operators Licensing System (MSOS): create a user account in MSOS, then file Form 1 online (paper filing is also accepted) together with the fit and proper declarations (Forms 3A/3B), the business plan and the AML/CFT policy. After paying the fee, the case moves to the competency assessment and Customs review; Customs may arrange an interview or site inspection before granting the licence. Renewal is filed on Form 2 before the licence expires.

The official application entry point is the Customs MSOS system (eservices.customs.gov.hk/MSOS), where the register of licensees is also publicly searchable. When vetting a counterparty, checking the register is far more reliable than reading its marketing material. The regulator has not published a statutory processing time; in practice, timing depends on how complete the filing is and how the background checks progress.

Under the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (Amendment of Schedule 3) Notice 2026, the official fees from 15 May 2026 are: HKD 3,810 for the grant of a licence, plus HKD 2,440 for each additional place of business and HKD 945 per fit and proper assessment; renewal costs HKD 910 (plus HKD 410 for each additional premises, with the per-person assessment fee unchanged at HKD 945). These are licence fees only and exclude third-party costs such as legal and compliance advisers.

Note that older figures still circulating online (such as a HKD 3,510 grant fee) have been superseded by the amendment notice; when citing fees, rely on the announcements in the Customs MSOS system.
