What business does the SVF licence cover
A Stored Value Facility (SVF) is an instrument that users top up first and later use to pay or transfer funds. E-wallets and multi-purpose prepaid cards are the typical forms. Under the Payment Systems and Stored Value Facilities Ordinance (PSSVFO, Cap. 584), issuing a multi-purpose SVF in Hong Kong requires a licence from the Hong Kong Monetary Authority (HKMA); single-purpose cards usable only at one merchant are outside the regime. Licensed banks are deemed authorized and need no separate licence, and SVF licensees do not need an additional MSO licence to run remittance or money changing businesses.
The dividing line between SVF and MSO is whether the operator takes in and holds customer stored value. A firm that only passes remittances through without retaining customer balances is running an MSO business; issuing a wallet to the public that can hold balances falls into the SVF regime, where supervision is markedly heavier.
Core licensing criteria
The main requirements are: paid-up capital of at least HKD 25 million (the HKMA may require more depending on business scale); the applicant must be a company incorporated in Hong Kong whose principal business is issuing SVF; the chief executive, directors and controllers must pass fit and proper tests; and the float (the total customer stored value) must be subject to sound protection and management arrangements, with adequate risk management and AML/CFT systems. Float protection is the heart of the SVF review: the regulator's concern is issuers misappropriating or losing customer balances.
Application path
There is no public online application system for SVF. The process starts with preliminary engagement with the HKMA's financial infrastructure teams: early discussions covering the business model, shareholder background and float protection arrangements, followed by a formal application with supporting documents, which the HKMA assesses against the minimum licensing criteria before granting the licence and adding the licensee to the public register. The regulator has not published a standard application fee or processing time; public cases suggest SVF licensing is a prudential process measured in years, so confirm before applying that the business volume can carry the compliance cost.

FAQ
- What is the difference between SVF and MSO?
- SVF is the licence for wallets and prepaid cards that hold customer stored value, supervised by the HKMA with minimum paid-up capital of HKD 25 million. MSO is the remittance and money changing licence, supervised by Customs with no minimum capital requirement. An SVF licensee is exempt from the MSO licence, but not the other way round.
- What are the SVF application fee and processing time?
- The regulator has not published a standard application fee or statutory processing time. The process starts with preliminary engagement with the HKMA and proceeds case by case.
- Can a foreign company apply for a Hong Kong SVF licence directly?
- The licensing criteria require the applicant to be a company incorporated in Hong Kong whose principal business is issuing SVF, so a local entity is usually needed. For structuring, consult a Hong Kong legal adviser.
