ChatGPT Plus unsupported region: how paytools.dev reads it
If ChatGPT says your region is unsupported, paytools.dev’s direct answer is to check OpenAI’s official list and keep eligibility separate from a card decline. Changing cards or IPs does not replace that check.

Start with a payment-environment check
paytools.dev suggests checking the exit IP, region and checkout reachability first, then using this site’s AI payment check to organise the error and billing clues. Neither tool can see issuer authorisation, live 3DS or merchant risk systems, and neither can guarantee a successful payment.
Likely causes (network first, then the card, then the bank)
Network and eligibility
OpenAI says access from outside its supported list may lead to a blocked or suspended account, and payment methods from unsupported countries can block the service. On 13 October 2026, mainland China, Hong Kong and Macao were not on the ChatGPT list.
The environment check can show an exit-IP clue. That is not a merchant-risk finding and is not a reason to disguise location.
A card cannot rewrite eligibility
Correct card details do not help if the issuance country is also outside the official list. That is different from insufficient funds or failed 3DS.
Do not invent a billing country or identity to match the list. This page only explains verification.
Bank versus app-store channels
Web checkout, Apple IAP and Google Play are different channels. Confirm which one you used.
An issuer decline code does not explain “unsupported country”. If the page already states the region is unsupported, go back to the official list instead of retrying charges.
Suggested steps
- Keep the full error and decide whether it is a region message or a card decline.
- Open OpenAI’s supported-country page and check the access location against today’s list.
- Use the payment-environment check only as a clue. Do not change identity or billing country to match it.
- If checkout does not load, separate browser, network and service outages from eligibility.
- Treat web and store subscriptions separately. If you were charged without access, use that channel’s receipt and avoid duplicate payments.
