Virtual card / U-card declined: how paytools.dev separates card and merchant
If a virtual card or U-card fails an AI subscription, paytools.dev’s direct answer is to separate region, card capability and the bank. One decline does not mean every similar card fails, and a directory listing does not mean the merchant accepts it.

Start with a payment-environment check
paytools.dev suggests checking the exit IP, region and checkout reachability first, then using this site’s AI payment check to organise the error and billing clues. Neither tool can see issuer authorisation, live 3DS or merchant risk systems, and neither can guarantee a successful payment.
Likely causes (network first, then the card, then the bank)
Network and merchant eligibility
Merchants may check access location, billing country and issuance country together. A mismatch is still an official-list question, not something to fix by inventing an address or swapping IPs.
OpenAI requires cards issued in supported regions; Claude requires the billing country to match the method’s origin. Another virtual card with the same regional limits will usually not change that.
The card’s own capability
Check whether the issuer publicly supports online, cross-border and recurring charges. Unknown is not unsupported and not a guarantee. Compare terms on /ucard.
OpenAI says prepaid cards cannot buy API credits. A crypto card funded with a stablecoin still settles as a card payment; /stablecoins describes the coin, not merchant acceptance.
Bank, BIN and 3DS
Some virtual-card BINs are treated as prepaid, higher-risk or domestic-only. This site cannot see the decline code.
Missing 3DS, low balance or unfinished KYC fail at the issuer. Do not invent identity data to pass risk checks.
Suggested steps
- Record the merchant, exact error and card type. Avoid opening many cards in a row.
- Use the environment check and the merchant’s official country list.
- On /ucard, see whether the product documents online, cross-border and recurring use. Unsourced fields stay unknown.
- Complete 3DS with billing details that match the issuer.
- Ask the card issuer whether that merchant descriptor or transaction type is blocked.
Questions and answers
- Do U-cards always fail ChatGPT?
- No such conclusion follows. Check OpenAI’s region/issuance rules, the card’s recurring capability and the issuer.
- Does stablecoin funding bypass regional limits?
- No. Stablecoins change how you load the card. The merchant still applies card-network and eligibility rules.
- Should I issue another card immediately?
- Read the error class first. Repeated issuance and authorisations can cause more declines and cannot create official eligibility.
